Best guess is late 1853 - early 1854
Death after 1925 and likely before 1941, based on obituaries for Samuel B. Wellman and Sarah McMickle, his half-siblings. Possibly in Maryland.
Suppositions are my own.

Chuck Elledge notes in http://elledge.familytreeguide.com/getperson.php?personID=I2275&tree=T1
Indiana, Crawford Co 1860 Federal Census, US Census Bureau, (microfilm series M653)
"Sterling Twp., Crawford Co., IN
House 611 Family 618
Clark Wellman 28 yrs. Farmer $150 b. IN 1 in school
Catherine 24yrs. b. IN
Wm. 6 b. IN
Elizabeth 3 yrs. b. IN
Joseph 2/12 yrs. b. IN"
This would place William's birth abt. 1853-1854, Elizabeth's abt. 1856-1857, Joseph would be Joseph Wellman, born in 1860, possibly April or May.
Viewing the same data by searching Ancestry.com 1860 Census information http://search.ancestry.com/cgi-bin/sse.dll?db=1860usfedcenancestry&rank=1&new=1&so=3&MSAV=0&msT=1&gss=ms_db&gsfn=clark&gsln=wellman&uidh=u42
Clark was listed as age 23. The remaining information otherwise matches. I have not viewed the original documents, only a summary.

Baron DeKalb is a historical figure.
There is also a DeKalb county in Indiana
Given that Samuel Jones Tilden Bennett may also have been named after an historical (or actually contemporary) figure, it makes some sense.
Is it possible that "Daniel" and "Berrian Scott" Bennett are the same person?
Daniel Bennett married to Ida S. Bennett
Apparently, the same Daniel W. Bennett in the 1930 census lived in Bartholomew, IN
Father's birthplace listed as Ohio.
An Alberta Cooley, b. 1912, resided in Paoli, IN
Sambo Bennett also married a Bell Stroud between 1943 and 1953
Sources indicate that William and Elizabeth Bennett's daughter was named Mindie, married to Art Allen, but I've only been able to find a "Minnie" married to a "William A. Allen." Her parent are listed as Wm and mother's maiden name Hammond, so it seems likely it's the same person. I've take the leap of faith that William A. Allen's name is "William Arthur Allen" though I have no evidence yet to support this. The following linkages are based on that (possibly erroneous) assumption. I currently have found no evidence of a relationship to the children names I've been given either.
